Director & CFO

Gregory Cleare joined Holowesko Partners Ltd. at its inception as a Partner, Director and Chief Financial Officer. Greg managed the establishment of the firm and fund structures, including the design and implementation of policies, procedures, controls, and reporting systems. Greg currently manages the firm’s operations and is responsible for fund accounting, investor reporting and all regulatory filings. He oversees the firm’s risk management including operational and trading risk as well as compliance with the Code of Conduct and regulatory matters. Greg manages and supervises all service-provider activities with attorneys, accountants, auditors, prime brokers and administrators and he reviews all agreements entered into by the firm and the funds prior to their execution.

Since 2006, Greg has served as a Director and Chairman of the Audit Committee of First Trust Bank, which oversees asset management for the offshore foundations established by Sir John Templeton. Greg has served as a Director and Co-Chairman of Lyford Cay International School.

A Chartered Accountant, Greg worked for 18 years at KPMG in the US and The Bahamas, primarily in the financial services and investment management industries. In 1990, Greg was elected to the partnership of KPMG Bahamas and in 1998 he was elected as the Senior Partner. He led the firm as Senior Partner until joining HPL in 2000. Greg holds a Bachelor’s degree in Business Administration (Accounting) from Emory University.

Over his career, Greg has been actively involved in assisting Governments of The Bahamas with the development of the country’s financial services industries. From 2017 to 2019, Greg was appointed by the Prime Minister to the National Ease of Doing Business Committee and by the Deputy Prime Minister to the Steering Committee for Tax Strategies. He also served as a Director and Chairman of the Audit Committee of the Securities Commission of The Bahamas (SCB). Greg was appointed as a Director of the Central Bank of The Bahamas on two separate two-year terms starting in 2007 and 1998. He was a founding member and Director of both the Bahamas International Securities Exchange (BISX) from 1999 to 2002 and the Bahamas Financial Services Board (BFSB) from 1998 to 2002. From 1993 to 1997, Greg was a member of the government-appointed Securities Market Task Force, which drafted mutual fund and securities industry legislation enabling the formation of SCB and BISX. From 1995 to 1997, Greg served as a member of the Prime Minister’s Financial Services Sector Advisory Committee, which advised the Prime Minister and government on industry initiatives, organized global promotion tours, and which brought about the formation of BFSB to institutionalize and permanently carry on the committee’s work. BFSB continues this work today.
